I'll post random notes as I start to figure out how to upgrade my gear for level 130.
There is now teal/incomparable gear for embers barter, 3500 embers as at level 120. They are currently item level 407+ (which means there is a chance it will be a few item levels higher when you extract it). If you get a box but don't extract from it, if they raise the item level as expected sometime after the raid launches, you will benefit from the new item level. If you're running up against the embers cap but aren't ready to decide on gear, you can get some boxes and decide later which pieces you need.
There are guild recipes for a few teal/incomparable items. They need items from the Ithilgalad Crafting Components boxes. The IL 412 recipe needs 10 components and can crit to 414. The IL 420 recipe needs 12 components and can crit to 422.
There are recipes for helms, off-hand weapons, bows, shields, and necklaces.
For some reason, the IL 420 shields and necklaces only require 10 components, so you might as well make them instead of the IL 412 ones.
If you have any Scrolls of Universal Crafting Lore (e.g., from Hobbit Presents), they now stack with the other crafting lore scrolls. Adding Westemnet tools +25%, Westemnet Crafting Lore +14.5%, the crit ingredient +35%, and Universal Crafting Lore +13%, to the base crit rate of 1% gives a total 88.5% crit chance.
Another source of gear uses recipes from the Reclamation of Minas Ithil barterers. There are multiple tiers of recipes as well as common/yellow gear, but I'll focus on the good stuff.
The recipes become available when you reach higher levels of rep with the Reclamation of Minas Ithil. The rep tokens come from the dailies and weeklies and they are also bartered for the recipes. They are quite expensive (6000 rep per recipe!), so I don't have many recipes. The recipes are ordinary (not single-use) and require only the Minas Ithil crafting tier, not the guild tier. Note that the recipes are not bound, the item crafted is not bound, and reputation is not required either to use the recipe or the item. So gaining reputation and having tokens to barter is only a burden for the crafter.
The gear is purple/rare, currently IL 411 with a chance to crit to 413. The recipes use 5 Ithilian Shards.
Usually, teal gear has substantially better stats than the corresponding purple piece. Often, the major difference is an extra essence slot in the teal version, as with the teal vs purple embers gear. However, some crafted purple pieces are close to the embers teal versions and have the same number of slots. So far I noticed medium armour shoulders and hands. If you have expect to have more shards than embers, it may be a reasonable choice.
So far, there are three tiers of essences for Minas Morgul.
Flickering Moonlit essences drop and are not bound. They require level 121+ gear.
Softly Moonlit essences are crafted with a shard and a solvent. The box is unbound, but the extracted essence is bound to account. They can be disenchanted to a Malleable Moonlit Essence, which is unbound. They require level 130 gear.

The following shows the relative values. Note that Vitality has been nerfed relative to other stats. Overall, these are smaller increments than at 120 or 115.
