Creating a level-cap character on Bullroarer

You can copy an existing character to Bullroarer, but if you want to see things as a character at the new level cap, you will have to level your character up. There are tools to level up a character relatively quickly, but they only apply to newly created characters.
With the complexity of Legendary Items and essence armour, and all the other attributes that a realistic level-cap character has, it will take some effort to make one. Here are some tips:
Read the posts at the top of the Bullroarer forum. Especially read the FAQ about the Eyes and Guard Tavern, the place where the magic happens. Also be sure to read the release notes for the particular beta and any earlier ones you missed. You will find Bullroarer chat full of people asking questions that are answered in those posts.
Read through this post before you start. Take note of information you may want to get from your life characters, for example, legacies and virtues you like, how you spend your trait points, how you arrange your quickslots, etc. This process recreates what normally takes weeks or months, and can be overwhelming if you have to start everything from scratch.
When you're ready to start
You will need to create a new character. Check Skip New User Tutorial. Do the character creation process until you are in-game. DO NOT DO THE INTRO QUESTS. As soon as you are in Archet or Thorins's Gate, immediately enter the Eyes and Guard Tavern. In Archet, it is by the jail. In Thorin's Gate, it is by the stable.
Note: Beornings don't start in either of those places. Do the normal intro quests for Beornings. As soon as you leave the starter area, it puts you outside Archet. Go in to the E&G by the jail.
Raising your level
To the left as you enter the E&G is Kehleyr. Accept and complete the quest. In your bag will be riding skill and mounts including a goat and warsteed. Use them. One thing to look for is the Eyes and Guard Tavern Map. This is not deleted on use, so keep it to get back to the E&G.i
The next person to talk to in the E&G is Sarumango, on the left by the fireplace. Pick Advance to level 115. Although you are technically 115, you are missing many things. There are NPCs in the E&G to help you get them.
Going clockwise around the room:
Snowlight: accept and complete the quest to get your racial traits.
Avon: Accept and complete the quest 15 times until your warsteed experience level reaches 60.
Bobo: Accept and complete 2 quests to get your class trait points.
By the other fireplace is Aubergine. She offers quests to give you a daily allowance of Mithril Coins and LP/TP. After completing the LP quests, click the acorns in your inventory to add to you balance. These are shared for your account. You can pick more up every day, and if you have multiple characters they can each add to the total. Remember if you need more MC, you can use your LP in the store to buy more. Some things in building your character are easier with MC and LP to spend. Visit Aubergine regularly.
Fantus the boar will give you your allowance of 250g per week,
Temerity has 3 quests that will get your virtues ranked up to 18.
Note that you have virtues and racial traits and class trait points and warsteed trait points, but you need to set them.
Ransroth will give you reputation with a variety of factions. You may need to do multiple quests to get to the desired level.
Vastin is next to Kehleyr, and has sets of armour, jewellery, essences, shields, off-hand weapons, and relics. There are sets for different classes and different levels. The names are confusing, so look for level 115 things of the appropriate class or armour type and open them to see what's inside. Beware that many of the icons are wrong for the item, so mouse over them. These will presumably be more accurate as we get closer to launch.
E&G is laid out like the Forsaken Inn. The stairwell to the basement has the door to the Crafting Hall.
Rhidden will let you choose your vocation, then offer quests for each profession to level you to Anorien tier. You will need to manually go through the Anorien tier to reach Doomfold tier. The Crafting Hall has many items to make that process easier.
Mister Alexander near him will let you choose your guild and offer a quest to get maximum reputation in it.
In addition to the normal craft stations and NPCs, there are crate stacks with mats and bookshelves with recipes. You can also use LP to buy tiers of recipes.
If you want to level a craft, remember the store has Universal Toolkits, Rapid Crafting Boosts and Craft XP accelerators.
Downstairs is a room crowded with skirmish camp NPCs. In the middle is Rock, who will give you skirmish marks, medallions and seals (Rock's Rewards) as well as many other barter currencies. You will want Gift-Giver's Brands to get your Legendary Items.
Back in the hallway, the bird Tybur has First Age Legendary Items. Unlike the live game Roving Threat barterer, Tybur also has class items for those LIs that are not weapons.
Making your Legendary Items
Unlike on the live servers, you have an infinite amount of resources to spend making your LIs, so the process is quite different.
Back upstairs, Budgeford wanders around with LI items. You will want to buy a bunch of IXP runes, Anfalas Scrolls of Empowerment, and Anfalas Star-lit Crystals. If you want 7 legacies, pick up Crystals of Remembrance.
In the northwest corner is the bird Scraycrow, an relic- and forge-master so you can identify and reforge your LIs. Identify them, slot them and pump IXP into them, reforging until you get them maxed. Don't fret if you aren't getting all the legacies you like, since after imbuement you'll be able to replace them with whatever you like. You can now imbue them.
If you want 7 legacies, use your Crystal of Remembrance. To get the legacies you want, use the LI panel and click replace legacy. It will cost you 50 MC to replace one. You can also buy an Imbued Legacy Replacement Scroll in the store for 795 LP, but 850 LP gets you 100 MC, and you might as well spend 2,000 LP to get 250 MC at a time. It's fun to be rich!
Now comes the part you can't avoid. To get your LIs maxed, you need to apply your star-lit crystals (53 is the max, so about 25) and empowerment scrolls (69 is the max, so 30 or so per legacy). There is no known way to do this besides clicking on the scroll, clicking the LI, and clicking the legacy to apply it to. Wait until you get the legacies and the tiers you want, then pump in the IXP runes until it is maxed.
Check out Vastin for the new relics, although I don't the the values are correct yet.
Some things can be inconvenient
I thought I'd get the LI titles I usually have from Quickbeam in Fangorn. I needed rep (got that from Ransroth) and Fangorn Leaves (got a bunch of those from Rock). Now how do I get there? I can use the stable with MC to get to post-flood Isengard, but since I hadn't done the quests, I couldn't use the tree. I didn't have any of my usual travel skillsI had to go to Aldburg then Woodhurst and rode in that way.
Armour and Jewellery
Pick a set of armour from Vastin. There are lots of variants, and I don't think the values are final. He's got stacks of Major essences as well, I don't know what's happening with essences in this update, but they'll get you going.
Slot some essences. You'll notice that there are fewer slots, and that more of your stats are determined by the gear itself.
Finishing touches
You'll need to get your quickslots organized. Do your various traits first so you have all the skills you expect.
Stop by Iceman the Map vendor near the door to the basement to pick up whatever maps will be handy. These are single-use, so get multiples you may need.
