When you've completed the right quest lines in North Mirkwood, you will receive an in-game mail message saying you should talk to Erna in Dale. This will open the daily quests.
The exact quests you need to open the dailies have not been specified, and there is no deed to track the requirements. So far, we know the Trail of Rust quest arc is required (it opened after completing Scatha's Legacy) and the quest line A Darkness in Ruin is required (it opened after completing The Forest Gate and The Darkness Remains). The Black Book of Mordor is not required, nor are many side quests that Nodread skipped while doing the Trail of Rust quest arc. It opened despite completing only 35/40 quests in Dale-lands, so it's not based on those deeds.
The dailies are different than in Mordor. There are 24 quests in all, and 8 quests per day rotate on a 3-day schedule. The quests are available from different NPCs, and provide rep with different factions. They each reward with a single Token of the Lake and Rivers.

The rep amounts vary because some factions have more quests available.
There is a bi-weekly wrapper quest, Restoring the Three Kingdoms, available from Erna, Thorin, or Thranduil. It requires you to do 8 of the daily quests, and rewards with a (whole) Bound Black Steel Key. Because it is not a daily quest, you can do any 8 quests on any day while the quest is active. If it is available, be sure to pick it up before completing any of the daily quests. The wrapper quest resets Wednesday night/Thursday at 3AM and Saturday night/Sunday at 3AM. (Don't ask me why Saturday night instead of the usual Sunday night reset for bi-weekly things.)
